FORT WAYNE, Ind. (WOWO): Residents of a southern Fort Wayne neighborhood are stunned at news about a brazen kidnapping that happened at a bus stop last week.

35-year-old William Ray is facing five felony charges, including rape and kidnapping, for allegedly snatching a 15-year-old girl from a bus stop on East Rudisill Thursday morning, taking her to a nearby empty building, and raping her. Marc Houser has lived in the neighborhood for 22 years and tells our Partners in News at ABC 21 he’s still trying to understand it.

“How he intervened and took that girl that quick, I can’t imagine how that happened… we’re not the four-star area like some, but we still don’t have that sort of thing going on.”

Police caught Ray thanks to the girl’s mother, who was called by her daughter’s friend, and ended up catching Ray in the act.

Criminal activity happens everywhere Mark. No neighborhood is immune to it.
