Sexual Charges For A Warsaw Man


Warsaw Police detectives have requested and received a warrant for a person involved in inappropriate sexual contact with a young girl at a local apartment complex. HOWARD LEON SOUTHALL, age 50, formerly living in the Canterbury Apartment complex in Warsaw, turned himself in to local jail authorities on the pending warrant on Monday, September 10th., 2012. 

He was charged in Kosciusko Superior Court 1 with CHILD SOLICITATION, a class D felony and SEXUAL BATTERY, a class D felony, involving the inappropriate communication and touching of a 14 year old girl. The acts occurred on the apartment complex property and Harrison Elementary School property during the months of June through August, 2012. 

Warsaw police had received complaints that Southall had been following and approaching young girls through the complex property and to the school property during the summer, when children would frequent the playground areas there. The investigation revealed written notes had been exchanged between Southall and the 14 year old girl in July and August. Subsequent interviews alleged sexual touching by Southall of the child. During the initial investigation, he had fled to the Indianapolis area, but had since returned to the area. 

The investigation involved Warsaw Police detectives and the Kosciusko County Prosecutor’s Office. He is being held at the Kosciusko County Jail for the sexual charges on $ 2000 Bond.
