FREMONT, Ind. (WOWO): A North Carolina mas was arrested in Steuben County on Thursday after police say he beat a woman on the side of the road.

Tirrell D. Rogers, 39, was arrested on charges of strangulation, domestic battery in the presence of a child, intimidation, criminal mischief, obstructing traffic and resisting law enforcement, according to Indiana State Police.

At about 9 a.m., police received a call about a man beating a woman in the median of the Indiana Toll Road near mile marker 136.

When officers arrived, they found Rogers driving a silver Dodge Charged exiting the Toll Road. An officer pulled the car over near the 354 milemarker on I-69. The officer noticed that the driver and passenger had injuries. There was also a child in the back seat.

Police learned that Rogers got into an argument with the woman over a cell phone. Another officer interviewed the woman and noticed she had a bite mark on her arm.

When officers asked Rogers to put his hands behind his back, he said “no” and started to walk into traffic. He continued to walk away and said “shoot me” at one point, police say.

Rogers was shot by a Taser but it didn’t work. He was shot by a second taser and that was also ineffective but a third taser successfully brought him to the ground.
