MUNCIE, Ind. (AP): A Muncie woman has been jailed for neglect after authorities found five children in a house without food and inoperable plumbing.

Police officer Zac Osborn tells The (Muncie) Star Press that the children found Thursday were “extremely dirty” and one child had an untreated injury. He said the home had fecal matter on walls and carpeting and mold growing on walls and the ceiling. The home had standing water and one mattress and the children didn’t have clean clothes or proper footwear.

Police say 13 animals were removed from the home and animal carcasses were found in cages. The animals included a dog, cat, snakes, lizards, frogs and turtles.

Heather Spring Parks faces five felony neglect counts. She did not have a listed phone number to obtain comment.
