INDIANAPOLIS (AP) _ The Indiana House has passed a bill making tax changes to help the state’s struggling casinos amid greater competition from neighboring states, but the debate over it is far from over.
 
  The House voted 73-17 to advance the bill Monday. That sets up what could be complicated negotiations with the Senate over the next two weeks before this year’s legislative session ends.
 
  Rep. Sean Eberhart of Shelbyville urged representatives to vote for the bill even though he said he would keep pushing for the state to allow live table games at the two horse track casinos in Anderson and Shelbyville.
 
  The Senate approved that step, but House leaders took that provision out since some consider that an expansion of gambling in the state.
