KOKOMO, Ind. (WOWO) : A man has pleaded guilty but mentally ill on charges he carried out a shooting spree in a central Indiana city in which two people were killed and two others wounded.

             The plea agreement entered Thursday by 37-year-old Turama Stitts of Kokomo covers the charges of murder and attempted murder he faces for the shootings over a two-day period near the city’s downtown in January 2012.

             The Kokomo Tribune reports that the plea agreement leaves the sentencing decision up to the judge, although the Howard County prosecutor dropped a request for a life sentence without parole.

              A friend told police that Stitts was off his medication for several days and was acting strangely before the shootings.

              The shootings killed 64-year-old David Gibson and 48-year-old Argena Williams.
