General Assembly Enters Second Half

INDIANAPOLIS, Ind. (WOWO): Legislators begin the second act of this year‘s legislative session today, with the House and Senate taking up each other‘s bills.

The Senate Appropriations Committee holds the first of seven budget hearings this week, and will send its version of the spending plan to the full Senate on April 9. House and Senate Republicans are haggling primarily over details on some issues, like the so-called Religious Freedom Restoration Act and a bill removing state school superintendent Glenda Ritz as chair of the State Board of Education.

But there could be more substantial disagreements on issues including casinos, the repeal of the common construction wage, and ISTEP. Senate President David Long has indicated at least two House-passed bills will receive particularly close scrutiny. The House overwhelmingly endorsed authorizing a tax-recapture plan to help the Indy Eleven pro soccer team build a new stadium.

Long says that proposal may not receive full consideration until the very end of the session, when a new state economic forecast gives legislators an idea of how much money they have to work with. And Long says a bill legalizing high-fence hunting, a practice entangled in litigation for a decade, will undergo a substantial rewrite.
