Officers say the man in the photo may have information regarding an on-going investigation.

That’s what we were given by police. Unfortunately, we can’t do much more for the image.
I can see fine detail on NASA’s Mars rover 97.881 million miles away and this is the best picture we can do on earth. Maybe they should send the feed to mars and back to clean it up lol.
