SOUTH BEND, Ind. (AP) _ The state Bureau of Motor Vehicles has reinstated the right of a gay-youth advocacy group to have specialty license plates, although it is barring it from distributing low-digit license plates.
 
  BMV Commissioner Scott Waddell sent a letter Friday to American Civil Liberties Union of Indiana legal director Ken Falk saying the license plates for the Indiana Youth Group were being reinstated immediately. But he states IYG will be barred from taking part in the low-digit allocation plan because it received payments for such plates.
 
  The letter states Falk agreed to dismiss a federal lawsuit in return for the plates being restored. But Falk says he believes IYG should be allowed to distribute the low-number plates and he will have to review what he will do next.
