INDIANAPOLIS (AP) _ The Indiana Court of Appeals has upheld state regulators' rejection of Duke Energy's bid to pass costs from a 2009 ice storm to its customers. The Indiana Utility Regulatory Commission ruled in 2010 that Duke could charge ratepayers for about $11 million in repair costs. But the panel reversed itself last year.
