FORT WAYNE, Ind. (WOWO): Residents upset by the city initiating a county-wide tax income increase, may find a silver lining...a balanced county budget, according to the News-Sentinel. The .35 percent local income tax increase will mean a surplus of $3.9 million dollars. The county was facing a $1.73 million dollar deficit. It also means most budgets won’t experience deep budget cuts. Council leaders say they could have balanced the budget. But, for the first time in years there won’t be "budget pain."
